Intel's VPro to boost security

Good Idea. But I need more Info...: How will this work? Previous articles mentioned 2 OSes. One for Security, one for an OS such as Windows. How will the two work together? Is this something in a chip, like the BIOS, or is it on the HDD? Will it replace security software in the main OS? Is it user configurable? And why not for home PCs?
