Exactly.
You are exactly right.

In fact, both Yahoo and Hotmail have some kind of "sender authentication." I have also found that spammers / scammers have significatly increased their use of Yahoo and hotmail to spam over the past few months.

Both Yahoo and Microsoft need to refocus on the core problem here - generic spam. And this INCLUDES phishing. Both yahoo and MS have MAJOR problems with spammers on their systems which has led a lot of people (myself included) to start scoring anything that comes from their services in a way that significantly increases it's chance of getting tagged / rejected as spam. Forgeries / phishing account for less than 1% of my spam volume - it's just not that important.

Lastly, MS is off it's rocker if it thinks that the entire world is going to license it's technology which is what it will take for Sender-ID to have any utility at all. MS implementing Sender-ID on Hotmail will do NOTHING as phishers will just use one of the other 500 MILLION hosts connected to the internet.
