Theft Law Prohibits Rootkits and Hidden Code
Existing theft laws prohibit hidden code installed without the users specific consent. Hidden code steals processor power, energy and
bandwidth which the user has to pay for.

It's a simple matter to criminalise the guilty parties, why are feet being dragged over this ?
