Utility Definition
Utility - n. A commodity or service, such as electricity, water, or public transportation, that is provided by a public utility.

By definition, if the city is offering the service, it is a utility. The fact that the city does not offer the service to surrounding towns and cities doesn't make it any less a utility.

The city I live in has its' own power generation facility, sewage plant, trash handling faciltiy, and soon, cable tv service. The cable service will fall under the control of the city PUC (Public Utility Commission).

The new city cable service will also provide internet access. The service will be offered to all city residents at the same rate structure. The option to use the service or not is up to the residents. This is a far cry from hand picking the customers.
