Communities are being sued for doing it.
In Missouri there are several cities that are being sued over this. Seems some people don't think it's quite fair that one player (the city) gets to make the rules, have an unending capital source (taxes) and gets to make laws about all the other players.

Gee, I wonder why? Umm, maybe because it's not fair. Maybe because it's ripe for abuse? Maybe because governemnts are not busniesses and is beyond their mandate? Yup, could just be...
