It happens everyday.
Is "peeking" illegal? Of course it is. Does it happen all the time, unfortunately yes.

Now the "evidence" gained may not be admissible in court, but that doesn't mean that it doesn't lead to other things or that your privacy hasn't been violated.

Of course, the real problem is that Betty and Officer Brown sure aren't going to tell anyone they have been "peeking".

Do you really think that Officer Brown gets a court order to look at your water bill records to get a current address on you? Not a chance...
