Illegal Search and Seizure
The problem is that if Police Officer Joe Brown makes such a request without a warrant or probable cause, its concidered to be an illegal search, with good old Betty being an agent of the Police.

It can also result in good old Betty getting fired with cause, jeopardizing her pension. Criminal and civil charges could also be applied against her.

Let's look at this logically.

Networks allow for greater security because rather than go over public lines and through public networks, its routed over private lines. You can set controls on what is allowable on the network.

Allowing private citizens access to that network however can cause breaks in that security. The library? Fine. Ms. Brown down the street? No.

More troubling is if the Federal Government decides to add a branch office to a secure network in an area that prohibits municipalities from having private networks, local ISPs can challange and hold that up.
