They wanted to conduct a study to evaluate providing broadband service to their customers, and put it up to the voters. Comcast (may have been another entity?) ended up spending four dollars *per vote* to get it defeated.

"The municipal governments that are using their taxpayers' money to enter the telecom business are not investing that money wisely,"

translated:

"How dare they try and save the public some money. We should be able to continue to feed on the public's neck like so many fatty lampreys."
