I don't believe that is true.
Government and business have been kept seperate for very good reasons. It's far too easy for a government to abuse the competition via legal control. (No, those telephone poles are off limits to *you*, but not the city.)

Secondly, the school here has not invested in the R&D to make this possible while the communications companies certainly have. If all cities/schools did something like this, who would ever invest so much as a dollar to move the technology ahead?

Then of course we get to the security (big brother is watching) questions. Say your local city does something like this and good old Betty down the street works for the city. Do you really think she is going to tell police officer Joe Brown she won't allow him a "peek" here and there if asked?

No, our forefathers understood that something like this is over ripe for abuse and wisely put laws in place to prevent it. After all, we don't allow the phone company to write the laws for our cities, why would we allow the city to be a phone company?
