The problem . . .
I see the problem as being very simple. These cities are using the force of government to tax people to raise risk capital.

Part of the cost of building an infrastructure in the private sector is paying for risk capital. The reason risk capital (start up money) is borrowed at a premium is if the project goes bust the investors lose their money.

Government should not be engaging in risk ventures with money it is collecting by force. No one should not be forced to invest their money in risk ventures even if those ventures are a quote "sure thing".

Even more important than the question of risking taxpayer monies, is the question of whether this is an area where government should be involved at all. The purpose of government is to provide a peaceful means of dispute resolution and a common defense against public enemies. To the extent government branches out into other "services" its commitment to its core functions is lost in the debate over what extra services it should provide and since it can't provide service to everyone who will be the beneficiaries of subsidized government services.
