My only concern
If the taxpayers are providing the money to help the government entities (school systems, etc) make money off their own networks, then shouldn't the taxpayers be seeing some of that profit? I look at myself now as a shareholder who has a stake in the profits they make. It's one thing to provide them with money to get their job done, but another when they stand to make more money without benefit to the taxpayers provided them with that opportunity.
