Free Enterprise at its best.
This is a great concept. Sure it's expensive in the beginning, but just to see any type of government entity actually look at costs and actually attempt a money making venture is absolutely fabulous.

It has always been said that if anyone attempted to run a business the way the government is run there would be no business. The key here is that people vote for the local candidates that run their municipalities. In turn these elected officials are responsible for garnering support from the people who put them in office to use local tax money for this type of venture. Could it become a money pit, yes but with proper management this is the alternative for rural communities. In most places where DSL is not available you almost always can get a full T-1, for a premium T-1 price though.

I'm certainly not for larger government, however it is great to see local governments actually attempt to do something that actually might raise revenues rather thatn raising taxes.
