Definitely.
The best way to deal with this would be to get a few top hackers and some form of pseudo-legal/shady group to "deal with" the malicious coders... or just get hackers which will create "malicious" code... use bits of the true malware, make a virus which does nothing but infect computers, and prevent other viruses...... nothing truly malicious to the user, but it's definitely malicious to the other malware...
