Not so easy, but you're right
It's not so easy to catch the phishers. Just like spammers they use compromized bot computers to manage their web pages. They communicate through private chat rooms. In short they do the same kinds of things in the cyberworld that money launderers do in the real world to make finding them difficult.
That being said you are right that the big boys don't seem overly anxious to cathc them. Could it be because they simply write off their losses? Do they think it will cost more to catch these people than they lose due to compromized customer accounts?
I guess it's like spam. One would think the backbone providers would be on the front lines against spammers. I mean if 66% of email is spam then their systems have to be three times as big to carry ligitimate triffic and the spam, right? Problem is that email uses a small amount of the present internet bandwidth so wasting three times what you would use isn't important enough for them to get serious with anti-spam standards.
Same with phishing. Until service providers lack of action results in a class action suite because they did not take adaquate protective measures to protect the victims they will refuse to take effective action.
