It's not the fault of the recipients
It's really up to the legitimate Internet users (Banks, e-commerce sites, etc) to get together and stop the phishers. To work and return the phished information, the bogus e-mail must contain some link back the phisher. The big users have the resources to track it down and shut it down -- if they cared they would! The recipients don't have the resourses to do this but if the site is shut down the recipients would be protected even if they did reply.

I often forward (with complete headers) phisy e-mails to the site they are spoofing. Only once did I get a confirmation that it was phony. Sometimes I get a form reply that it will be investigated, and usually I get no response. When I go to a web site to find out the proper address to forward copies to, it is usually buried several layers down and often I cannot find any valid forwarding address at all. Again, I see this as an indication that most places are making no real effort to stop the spoofing of their URL.
