Where the concerns may lie -
My issue is how does this effect browsing, i.e. where is the database stored, accessed and how is it used?

If I go to XYZ.com, does the browser first send my target IP for comparison and then store that information to "enhance" future web experiences? Where is that stored and what is it to be used for and who can subpoena that information?

And, how hard is it to validate and/or document bogus card data? I/ve programmed web apps utilizing this data and there is a certain level of validation readily available. Once detected as bogus one could simply run a comparison script and extract "known fakes", validate "new" entries and business goes on.

I see this as having many good tones and a valiant effort at stopping these useless miscreants (don't wanna devaluate my comment with a curse) but not yet enough.

Thoughts ..... anyone?
