I have felt for many years that US Citizens should have a mandatory ID card system beginning at the age of 5 and renewal required every 5 years. Most European countries have the equivalent in their passport system - required to move from country to country. The size of the United States has essentially precluded that necessity; however, security issues make the creation of a national ID system a desirable goal.

Everyone would have a 'national' identity using photos and fingerprints. Better yet, have EVERY country agree to terms and issue micr encoded cards to serve IN PLACE of the passport system. Insert shot records and port of entry/departure information in the encoding. Create an encrypted international database to interact with the cards to monitor movement across the planet.

As the world becomes smaller and smaller, it is inevitable that identification and tracking will become a necessity.
