you're overlooking the obvious
He doesn't seem to be heeding his own advice given later in the article...

The article states that he holds a respectable job in the public IT sector. It's very possible that part of his job requires windows. It may be that his company requires windows. I know that I would go all linux, but there are a couple of projects that I'm working on which use windows-only software. It seems silly to me to run Wine to run prgrams designed for windows, so I have a machine with windows on it. It's not always up to the user.
