The truth is, most IS departments do NOT make security and patching a priority. Be it laziness, overwork, other projects, or that bad experience some guy had with NT SP2 back in 1997, they put off fixing real issues until it is too late. If a window is broken in your house, you fix it immediately or you are a fool and deserve what happens if someone breaks in. If you have to test the new glass to make sure it is compatible with the old glass in your house, you at least nail up plywood to seal the hole while you test.

If you choose to run MS software, you know there are security holes, and failing to test and apply released patches for those holes IMMEDIATELY (and, yes, I said TEST AND APPLY IMMEDIATELY) is bad administration that ultimately affects everyone on the internet, not just your company or those running MS software. If you cannot fix the problem immediately, the only safe course of action is to isolate those systems you cannot fix from possible infection by the problem (unplug 'em from the net or otherwise isolate them).

Should MS fix these problems and release better software that doesn't require this kind of work and attention? 100%, without-a-doubt, YES. But until then, if you choose to use their products, you are responsible for applying the fixes they do provide.
