I am not sure if it could be used unless there is a link to terrorist using fraudulent scams to steal money for funding their murderous acts.

Just this morning I received a new one based on the same old scam. An African Bishop received a 1 million USD inheritance from his rich uncle. His relatives are not Christian and he doesn't want the money to be spent in a bad way. So if I contact him and prove I'm a good Christian he'll give the money to me.

These messages are proved in the past to be fraud and stories on Snopes say some people have even traveled to Africa to collect their treasure, never to be heard from again.

I did a quick analysis of the message, the preacher sends the message from yahoo.it and the ip is yahoo.it, the second header that forwarded the message to yahoo.it was also a yahoo computer. The actual source ip of the computer that sent the message is a yahoo computer in the UK. In the message I am instructed to use the Bishops personal email; traced to New York. So where is this crook?
