The system is flawed when the vendor is trusted with this kind of data.
As has been pointed out on other articles/blogs, there is no reason the merchant has to have your actual credit card number. All we need to do is build a system that uses encryption to transmit your private account number plus a timestamp along with a plaintext public id number. Visa/MC would be the only ones who held the other key, and could then authorize or decline the charge with the merchant.

Anything short of moving to this type of system is putting a band aid on the problem, and won't even slow down the thieves.
