Timing logic
Actually, putting timers on certain actions could solve a lot of security problems. For example, if a system only allows a login attempt against a specific account every 3 seconds, the time required to break a password goes from something on the order of hours to decades.

Similarly, as rocky1 pointed out, if a DNS server will only send, say, 10 responses a second to a particular address, then it doesn't matter if anonymous recursion is turned on or not. Of course, it would probably be better if the receiving system could control the 'valve'.
