Dirty Hackers
It seems to me the pervasive and irresponsible nature of these problems are a community wide condition. It would be advisable that everyone who is vulnerable to such attacks should approach/inform every point of entry that facilitates such activities. Yes, it is quite a bit of effort that is required. The upshot, however is that those who benefit from these vulnerabilities will contine to seek methods to carry them out. Affected locally, we must all learn to act globally for the mutual greater good. Can you say, "Community cooperation"?
