If they were serious you could remove unwanted appolicaions.
This is a real drag on corporations. They can NOT remove un-wanted or un-used applications. Then they have to spend limited resources patching and upgrading things THEY DO NOT EVEN USE. So, Microsofts desire to maintain lock-in comes ahead of anything to do with security.
