Two ideas.
For the collection on your credit report, I would dispute the item in writing to the agencies that report it (cant recall the current name for the big ones, used to be TRW, etc). From what I recall from previous posts you are in Canada but I would guess the laws are similar there to the US. Here if you dispute an item in writing they have to go back to whoever reported it to them and have them prove it is legit. If they can't, or even if they don't respond in time (90 days, I think) it automatically falls off your record. Just write one letter and send signed copies and copies of any documentation you might have to each agency that is reporting the collection. If nothing else it is worth the postage to see what happens.

On the CC limit, this one can be frustrating. I lowered the limit on one card because it was absurdly high, then later was denied when I wanted to bump it back up a bit. One thing you could try is threatening to close the account. Most banks have automatic processes that kick in when you call to close a credit card. They might up your limit based on your good payment history, or even offer you cash or other incentives to keep it open. Of course, the down side is they might take you up on the request... Maybe you could call saying you are "thinking of cancelling".
