Two Prices For Gas

Well here in Michigan they're charging two prices for gas again nearly everywhere. This trend started last year, and became nearly universal this year. But I try to buy my gas at Costco, where there's only one price, usually the lowest around, but where you have to use some sort of card. (They take Costco credit cards, American Express, Costco cash cards, and possibly some debit cards, but I don't know the details of what debit cards they accept.)

I don't know what changed about the rules that allowed the merchants to start doing this again. I'd be interested to find out.
