If you can identify the source
Well, if you can tighten down the network to this degree then you can help to eliminate a lot of unwanted viruses/hacking activities.

Having a firewall/anti-virus installed and configured correctly will solve most of this type of problem. After that it is educating the user community on opening attachements and so on.

Lastly, keeping the operating system patched and updated.
