What's behind it? Well, that's easy
This has been going on for sometime. Microsoft pushes InfoPath. IBM buys a Value Partner PureEdge that develops Open Source XML XForms. This now becomes IBM's Workplace Forms. Not quite so open source, PureEdge Viewers were used for sites like US Government Grants grants.gov but the grant application form software didn't run on Macs so they had to install Citrix Server.
