What's behind it? Well, that's easy
for starters, IBM has to look like it's doing something to keep up with what Microsoft is doing, while choosing an aproach that has no contractual agreements (open source) they have to deal with.
Once they are up to speed, they can walk away from it and make a deal somewhere else.
