Poor Design
The whole PDA concept is poor design that opens up these kinds of opportunities.

If I was to engineer one, the phone and PDA would be separate interfaced systems. In "phone only mode" a rom-based single-purpose OS would fire up the touch-screen and display 12 basic buttons so you can make calls even if the rest of it is non-functional. In "PDA" mode the phone would surpress it's own touchscreen manager and instead take input from Windows Mobile.

Really, not rocket science. But of course we need Java phones and Windows Mobile to do even the simplest task.
