You can technically run all 3 of those on windows, although I would recomend it on linux first. As far as lock in if you are in charge of the purchacing decisions dont buy anything that requires windows. There are far too many solutions out there that are based on java or php.

I have sent many vendors walking because of limited solutions. I had a server running OSX die one day and had the site up and running on a linux box in a few hours. As soon as the OSX box was fixed it went right back on. With my limited budget things like that count for alot.
