Simple. It won't need to be beamed all the way up to a satellite. They're going to put up towers and readers everywhere, kind of like how there are detectors at the entrance to stores so they can pick up if you're stealing items or not.
Readers will soon be placed everywhere: on the sides of buildings, at the entrances to buildings, etc. Soon there won't be anywhere you can go where you'll be outside its detection.
So really your ID card will only have to broadcast a few feet, and this is certainly more than possible with today's technology..:-(
We're DOOMED dude, and there seems to be no way to stop this..
