A Fundamental Problem
Actually this isn't that hard from a technology perspective.
Managed code is the answer - you can verify that a program can
only do what it asks to do. The problem is how do you present
this to the user?! In your example the program wants to modify
part of the system database (not add or delete). But how do I
comunicate that - for it to be useful the user has to understand
the function of that part of the database. Now if the program
needs to modify 20 such elements, add 6 new elements and
modify the login script (so it gets started) that UI element got
really hard to design.

Of course neither Mac or PC work like this (and don't use
managed code in the way I suggest) but this isn't technically all
that hard.

I think this problem won't get all that far - typing your admin
password to view a picture isn't that smart. So this isn't likely to
be very successful, and probably won't be widely copied.
