Implemantation won't take years
Nothing is going to happen within the next several years. Even if they come up with a new system tomorrow, it will take years for everyone to adopt, if it takes upgrades to existing email servers.

Not true. Bells and whistles might take years to implement once standards are adopted, but something like this with a fundamental, immediate payback can be implemented quickly. It might take months to write the program(s) and do the testing, but once the testing is complete, getting 70% of your server back is something that either:

a) gets run in the next available regular maintenance window, or
b) get an emergency maintenance window created specifically for it.

Now, whether or not a standard gets adopted is another question. There are three reasons to be on a stanards committee; two are diametrically opposed to each other. The first is the obvious reason: to agree to a technically good system which everyone can implement. The second is to stop or slow the work of the committee. The third reason is to get your standard impelemted regardless of technical superiority of competing standards to gain a business advantage. Although not diametrically opposed to the first, it frequently has similar effects to the second. I expect the spammers through some third party outfit will be there as part of the second group, and everybody knows MS will be there in the third.
