Nothing is going to happen within the next several years. Even if they come up with a new system tomorrow, it will take years for everyone to adopt, if it takes upgrades to existing email servers.

In the meantime, for end users, there are email clients that do a great job of filtering spam. Apple's new email client has good bayesian filtering if you are a Mac user. And Mozilla Mail has great bayesian filters for Windows, Mac, and Linux users.

The new Office 2003 MS Outlook client has some of these features(not load remote images in mail, etc.), but Apple Mail and Mozilla Mail offer these features without Outlook's security problems.

And they do it for free.
