Has Caller ID ever been Spoofed
A major rethinking of the concepts of caller ID addresses is needed. When was the last time that the telephone network caller ID has ever been spoofed? A major contribution to the improvement of the Internet security is that the use of the originating and destination fields of the tranmission packets be restricted to trusted and secured machines. Only the DNS symbolic addresses (the .com, .biz, .net, etc) would be visible to the end users. The internal IP address would be visible only to the trusted servers and routers. This would allow certain originating address to be made optionally valid only from trusted originaing points, e.g., whitehouse.gov, etc.

Another measure that could be taken to deter denial of service attacks would be to meter the rate of ack/nak type messages to a value that is reasonable for the the particular service, but with a generous safety factor. Legitimate users would not experience any degradation of loss of network accessibility, but as soon as an ISP experiences a choke, it would quickly investigate, looking for the originator of the flood of such messages and shut it down!
