The technologies described in the article are not clientside technologies. They're serverside and layered over SMTP. True, Microsoft could patch their Outlook server to use this new technology, but to do so before the committee decides the final form of the technology would leave Microsoft incompatible with everyonelse. Let's not go down that road again!

There are more changes which need to take place before Microsoft or any MTA group can move on the proposal. Popular DNS servers, such as BIND, must be modified to index the necessary additional fields and system administrators will have to add their system's identifying information to those fields. Until there is infrastructure established; the change to the mail server will have no effect, or worse: will dump all e-mail.

Until then, we'll have to make do with excellent sniffers like SpamAssasin and clientside technology like Mozilla Mail's Bayesian filters. By employing both of these I've not had to read a spam in months, even though I receive a hundred or so every week.

Where is Microsoft? They're doing what they can reasonably do. They're not employing this new technology, because the new tech isn't ready. Why Microsoft doesn't have a SpamAssasin or Bayesian approach is an open question. Certainly, they could do better than Hotmail whitelists.
