my mistake
When I said "they", I meant the government in general. I know the Executive branch is responsible for enforcement, though this is something not easy to enforce.

However, Congress is responsible for FUNDING the enforcement, so they're not entirely off the hook either. But that's irrelevent in this case, because the US cannot enforce its own laws in other countries. Ergo, the drafting and creation of the spam law was a waste of taxpayer money that will gain us virtually no benefit.
