Congress cannot enforce laws...
They are the legislative branch of the government. That means they can only make laws. It is up to the Executive branch (G.Dubya) to enforce laws. This part of the Constitution was taught in my junior high school.
Obviously you are unhappy with the way our Executive branch is performing. Fortunately there is an election this fall where you can help change the situation.
