Well color me surprised
Just like Congress to do one of two things:

1. Pass a law and not enforce it. Then they pass a new, stricter law in 6 months to a year that they also won't enforce, perpetually justifying their own existence.

2. Pass a law that would only be useful if they could enforce it against all people of the world. Since they can't, they don't put much effort into enforcing it here. Then they pass a new, stricter law in 6 months to a year that they also won't enforce, perpetually justifying their own existence.
