They've tried
The current versions of Outlook and Outlook Express have security built in to block opening of, or block access completely to, executable attachments (.exe, .com, .bat, .scr, etc.) That security, last I knew , is turned on by default. That doesn't stop the HTML e-mails that use ActiveX controls, though, but turning off HTML e-mail functionality is something most users don't want to do. Also, they likely don't know enough about ActiveX to turn up the IE security (which both Outlooks use, by the way).

Then, of course, there are all the third-party e-mail clients, including Mozilla, Netscape, Eudora, and webmail such as Yahoo and Hotmail (ok, so that's Microsoft) that don't necessarily block executables right off the bat. Their Windows ports should, at least

My point is that while MS can build security into their software, they're not necessarily the only one with a problem. The best solution is a good AV package that can protect e-mail clients, at least until HTML/ActiveX is somehow banned from e-mail (unlikely to happen).
