Hey, they gotta do something to prove they are doing something...even if it doesn't work...they need to jusify their existance.
Typical of the FEDs. I know...I work for an agency. You would not believe the money spent on worthless/useless stuff.

We had our own 'test' about 3 weeks ago when someone broke a water pipe & water leaked all over the new computer room effectively shutting down the entire computer system in the building I work in for over 24hrs while they waited for a part from Texas....was supposed to be there same day accident happened but didn't get on the plane for many hours.
We got through it but had no ability to make 911 calls had there been an emergency....actually had no phone service at all.
