Believe me... if the govt requires the bank to pay for the clean and financially be responsible for the result... the banks won't pay this.. they will nest these charges onto the customers themselves... they are like a utility company and pound all kinds of mox-nix fees and charges without being obliged to explain them properly and honestly... welcome to corporate bank of America... lastly, anyone associated with Bank of America or CITI is just asking for trouble. They both are the worst for customer service and they LIE... I had so much problems with BOA, I cancelled and will stick strictly with my credit union... research people... get a credit union and MAKE those money-hungry banks die off!
