Because Microsoft wants to sell you the OS, not the antivirus. Again, this really covers a different aspect of security. Good design is one thing, but it's passive. You have to anticipate attacks, you have to correct flaws. This is proactive in nature. You basically assume the user knows what they're doing.

Antivirus, on the other hand, is active security. It encompasses both mitigating vulnerabilities and mitigating user error. This is reactive. You find a virus, you update your virus definitions. You find an attack pattern, you update your scanners to recognize this pattern. You also have to prevent the user from making mistakes.

So it's really two different fields. Bottom line is, Microsoft would not jeopardize a $500+ sale just to make a $50 one--which would probably be less with rebates anyway. The goal is to sell you the OS, not the AV =P
