But you can also see it as a separation of tasks.

1. Building more secure products - This is really a proactive measure as you have to anticipate what might turn out to be security flaws. Attacks are mitigated at the software level.

2. Defending against known exploits - This is a reactive measure as you are given a known exploit or a vulnerability and intercept the attack. Attacks are mitigated at the insertion level.

It's only a conflict of interest if you purposely allow either one of these to be weaker so you can boost sales of the other. But this logic is a bit flawed because Microsoft makes much more money from Windows and Office so it doesn't stand to reason it would allow security flaws just to gain marketshare for antivirus programs.
