People don't find tapes......
People decide what company to target, what data they are looking for from that company and look to find a way of obtaining it. Backup tapes are not the only way, just one of the ways of achieving this goal. With tapes the security breach is typically where you have human intervention in the process - IT staff manually changing tapes, courier collecting tapes, warehouse staff racking them up, etc. In these situations there are opportunities for the tapes to be misplaced or for them to go missing. For me, that is the issue.
