Sure, there are more dangerous things ...
... but I'm not going to stop locking all the doors in my house just because one of the Windows doesn't close all of the way.

The laws should be re-written to include any system that is compromised. This includes online threats, as well as backups. Obviously, companies aren't going to police themselves, and most are pretty lax when it comes to security.
