Oracle is the easy part
Getting Oracle isn't that difficult. First you go to the Oracle site and get a copy for free. They just let you sign in and agree to use it only for training or developement.

As for powerful well an average PC these is powerful enough. It's not like you are going to be running datawhare housing queries or doing massivie transactions for a million customers. Just one user looking through the data. Anyone who's read Oracle for Dummies could pull this off.

What's the more difficult problem is getting the hardware to read the tapes. Some of that hardware and software is uber expensive. Kind of risky spending hoards of cash to read a tape that you have no clue what data it holds. For all you know it could be priceless stuff. Stuff that could be usefull but has no value. So what criminal mind would fork out $60,000 for tape device. Not only that could you tell from a Tape which software it used? So what software would you use?

If criminals were after tapes they'd have to be organized and know exactly what they want and also know they can't get it an easier way.
