No Probable cause in this scenario
Probable cause means that you have very good reason to believe that a crime has been comitted or is about to be comitted and you have some kind of reasonable data (facts) to substantiate you assertion. Collecting all or most data going thru backbones and trucnk lines and intercepting everyone is NOT probable cause. Most of the traffic is that of innocent US citizens and other nationals-- that would never stand for 'probable cause in a court room.
IT would be the equivalent of taking all snail mail going into or out of the US and reading everything to find one letter that is discussing a crime. You cannot do that legally.
