Hmmm, I don't think it precludes PC
Actually, it would be probable that an enemy is going to communicate with their operatives at some point and discuss doing damage to the US in such communications.

As a matter of course using a broad net to capture enemy communications for analysis makes perfect sense. Given we know who the enemy is and what region the enemy is located in all we need to do is seive all communcations with that region regardless of their target (foriegn or domestic). Don't forget the idea here is to nail spies and terrorists so that the region that's being sieved out for analysis.
